PLYMOUTH — PlymouthFirst will host a community forum at 6 p.m. Dec. 5 at the Plymouth Library, 132 South St.

Attendees can learn about Plymouth Government from state Rep. Matt Muratore and municipal financing consultant Peter Svahn. A meet-and-greet will be held at 6 p.m. followed by the meeting and presentations at 6:30 p.m.

Muratore was first elected to the House in November 2014. He was a Plymouth Selectman from May 2010-January 2015 and served as chairman of the Board of Selectmen from 2012-14. In the 2017-18 legislative session, Muratore serves as the ranking minority member of the Joint Committee on Tourism, Arts and Cultural Development; the assistant ranking minority member of the Joint Committee on Health Care Financing; and a member of the Joint Committee on State Administration and Regulatory Oversight. He is also a member of the Oceans Advisory Commission and the Northeast Fire Protection Commission.

Svahn has over 40 years of experience working with municipal and nonprofit budgets and finance and in financing some of America’s finest charter schools. He believes Plymouth has grown beyond the capabilities of the town meeting form of government to give proper and necessary attention to our municipal and school budgets. In addition to providing insight and analysis on the sewer debt, he has taken public schools to task for requesting ever increasing budgets at a time of declining enrollments. He will explain how property taxes are determined, provide some insights from a review of 10 years of town finance data and will explore the recent presentation by the town manager on the pending approach to property tax limits set by Prop. 2 1/2.
